• Directs/ coordinates use of equipment, facilities, and human resources • Directly works with management and other Organizations in formulating and implementing effective administrative, operational, and customer relations, policies and procedures • Analyzes expenditures, and other provides financial reports to develop plans, policies, and budgets for improving services • Enforces compliance of operations personnel with administrative policies, procedures, safety rules, and government regulations • Reviews transportation schedules, worker assignments and routes to ensure compliance with standards for personnel selection, safety, and union contract terms • Conducts investigations in cooperation with government agencies to determine causes of transportation accidents and to improve safety procedures • Oversees activities relating to dispatching, routing, and tracking transportation vehicles, such as aircraft and railroad cars • Prepares management recommendations, such as need for increasing/ decreasing funds for changes to existing booking schedules • Recommends expenditures for acquisition of new equipment or property to increase efficiency and services of operations department • Oversees process of investigation and response to customer or shipper complaints relating to tendered carriers • Oversees classifications, and preparing billing according to mode of transportation and destination of shipment • Transportation representative before commissions or regulatory bodies during investigation procedures, such as to increase rates and change routes and schedules • Inspects or oversees repairs and maintenance to equipment, vehicles, and facilities to enforce standards for safety, efficiency, cleanliness, and appearance • Certifies and inspects both DOT and DOD owed shipping containers to ensure they meet guidelines outlined in military and commercial regulations

Managed staging, storage and transportation shipment operations at assigned locations • Controls WRM activities to include Traffic Management Operations (TMO), air/ sea shipments, In-Transit Visibility (ITV), transshipping cargo/ trucks; operation of general and special purpose vehicles, materials handling equipment • Ensures operations and facilities are adequate to support site • Responsible for, quality assurance as part of ISO 9001 • Prioritizes/ schedules work based on headquarters tasking, flow of cargo, site related assignments • Ensures all modes of cargo movement are monitored/ reported maintaining IVT; notifies all agencies of cargo status upon cargo departure and arrival • Monitors site daily cargo report and reports to PSOT • Prepared, accepted certified and inspected cargo offered for transportation • Frustrated freight that does not meet requirements or has improper certification • Loaded/unloaded 463L pallets, containers, trucks and loading/unloading vessels to include operating MHE vehicles required for the mission • Liaison with Air Mobility Command in the event transshipped cargo diverted to airlift • Inventoried/ inspected all freight for damage prior to acceptance • Ensures subordinates safely operate and maintain assigned vehicles and equipment, as required • Ensures Truck Logs are maintained IAW DI / SOP Work Instruction for PHIT • Expedited inbound and outbound customs clearances for trucks/ cargo entering or departing the country and coordinated with CENTAF LNO for follow-on transportation of assets cleared through KSA and UAE • Provides truck, driver and cargo details to destination TMO and PSOT • Maintained publications, forms and files required for PHIT, port and other TMO operations • Implements, documents and controls quality, training, environment and safety programs.

Plans/ organizes traffic management activities • Receives/ packages items for shipment or storage • Provide supervisors and staff with direction and advice regarding policies, procedures, and guidelines • Prepares budget estimates for materials and equipment • Inspects items for identity, quantity, and condition • Segregates items requiring special handling • Considers cost and special handling requirements when selecting preservation and packing material • Certifies hazardous cargo to be moved by surface and air • Ensures convoy, hazardous, or oversized permits are required before movement • Directs traffic management activities. Identifies, marks, and labels cargo • Determines work priority • Monitors preservation, packaging and handling of cargo being shipped or stored • Resolves administrative and operational problems and authorizes deviation from procedures • Arranges shipment and storage of personal property • Makes cost comparisons between various modes of transportation, and between government and commercial storage facilities • Monitors equipment availability, service to required destinations under current operating rights, shipping status, condition of household goods packing, and local drayage contracts • Classifies and arranges cargo for movement • Determines and schedules proper carrier equipment for loading and unloading • Converts military nomenclature to commercial freight classification • Determines weight of commodities to be shipped • Consolidates and routes shipments • Develops and maintains data reference files • Determines cargo priority, and schedules movement accordingly • Coordinates pickup and delivery of cargo shipments • Coordinates with base activities to control flow of inbound and outbound cargo and personnel • Provides transportation data and support to contracting • Maintains and issues transportation documents • Prepares passenger related travel documents
