I was hired as Medical Imaging Management Consultant to evaluate and implement change in all aspects of the existing Imaging Department at the Benghazi Medical Center (BMC). Main duties include:
• Advising and working with incumbent supervisory personnel, administrative and technical, on methods to improve in place processes.
• Providing solutions to rectify or minimize identified risks and gaps.
• Staff planning for phase 1 operational staff deficit and pending phase 2.
• Equipment planning for phase 2, in conjunction with Materials Management and Denos radiologists for Radiology expansion programme and new service provision: Radiography, Nuclear Medicine, MRI, CT, CT Simulation for Radiation Oncology, Mammography and Ultrasound.
• Researching and implementing standards for the Imaging Department to attain French Healthcare Accreditation: ANAES-HAS (“Agence Nationale d’Accreditation et d’evaluation en Saunte”).
• Initiation of cross-modality teams to create and implement policies and procedures.
• Initiation of quality control procedures for in-place equipment.
• Staff learning and development planning, with initial focus on MRI safety, Mammography basics and radiographic critique and troubleshooting.
• Involvement in PACS planning initiative as a first step to creating a digital department.
• Revision of scheduling methods to make best utilization of available resources.
• Involvement on patient billing taskforce, to provide a facility wide solution for initial patient billing implementation, as dictated by the Libyan Ministry of Health.
• Schematic design and review, in conjunction with the imaging architects for all DI areas within Sidra’s campus.
• Detailed design planning.
• Imaging equipment planning, in conjunction with Sidra’s Medical Equipment Planners.
• Review of potential Clinical Information Systems (CIS) for implementation. Provided recommendations on RIS/PACS solutions and IT hardware requirements to support planned modalities and involvement in the preparation of an enterprise-wide PACS strategy.
• Prepared plans to take forward to 1st stage operations, including: Scope of Service, Education Plan, Quality and Performance Improvement Plans for each Imaging modality.
• Prepared DI planning / commissioning staff plans and also the operations staffing plan with related organizational charts.
• Prepared and presented DI process maps delineating modality workflow, and indicating IT and education intersects.
• Preparation of key policies and procedures for DI.
• In addition to DI planning, involved in, and worked as part of a team to plan the Cardio-Pulmonary (Non-Invasive, Respiratory Therapy, Sleep lab, Neurodiagnostics) Services
Education Coord:
Tasked with planning and coordinating educational and training activities for the Allied Health Division (a group of 17 diverse disciplines, including Chinese and Alternate Medicine, Anesthesia Support, Physical Medicine & Rehabilitation, Laboratory and Radiology)
• Developed a 5-year education and training plan for Allied Health education.
• Initiated and deployed a learning needs analysis, to ensure educational programs provided are relevant and appropriate to furthering the quality of patient care provided.
• Prepared, in conjunction with department and nursing educators, and managers curricula for Phlebotomy, Anesthesia technician and Radiology QC programs
Radiology:
• Shared all facets of the daily operations of the department with the Radiology Manager and deputized as manager in his absence.
• Participated in work force planning and recruitment of staff.
• Directly responsible for the supervision of technical staff, including: scheduling, work allocations and problem resolution.
• Developed, implemented and monitored the equipment QC programme.
• Directed the department’s efforts to ensure compliance with accreditation requirements, for JCIA, CCHSA, ACHSI.
• Responsible for the development and implementation of radiology technologist continuing education programme.
• Developed departmental policies and procedures.
• Maintained clinical input, including participation in interventional imaging, CT and mammography.
• Supervised the mammography team, as section head of this modality, with all associated responsibilities.
• Responsible for the daily running of the Radiology Department, including administrative duties, establishing and implementing policies and procedures and ordering of supplies.
• Select, train, orient and evaluate personnel and assigns staff according to the needs of the department.
• Responsible for testing of equipment and maintenance of the Quality Assurance Programme.
• Involvement in the implementation of a new Radiology Information System within the department.
• Responsible for appraising and selection of all new Radiology equipment for the hospital.
• Participates in health awareness program, patient health education and inter- and intra-departmental continuing education lectures for hospital staff.
• Department Manager but also hands on radiographer, inclusive of the on-call rota.
• Responsible for all the managerial tasks of a busy Radiology Department (Training, Manpower Planning, Departmental Statistics).
