Civil engineer with 27 years of US experience in all aspects of construction management and cost estimating including asset management, project planning, development, design, construction inspection/quality assurance, scheduling, and cost management. My responsibilities have varied from construction inspection tasks through project management. I served as the project Manager on multiple transportation projects for Parsons, the Colorado Department of Transportation (CDOT) and several counties and municipalities (Denver, Lakewood, Thornton, Arvada). My design experience includes managing transportation projects from planning and scoping, through final plans, specifications, and estimates (PS&E) packages for CDOT and the Local Agencies. I also have construction management experience including an 11-million-dollar asphalt overlay & Bridge widening project along US 287; the full construction of I-25/38th/Fox Interchange Phase II; multiple Traffic Signals reconstruction, and overlay projects along I-25 in the State of Colorado. I also have Design-Build experience in setting the traffic technical requirements for Maintenance of Traffic as well the requirements for Signing, Pavement Marking, and signalization as set in the contract documents.
I also have 10 years of Middle East construction management experience in Airport Heavy Civil Work construction, and of water and wastewater projects for the Water Authority in Jordan. My responsibilities have varied from construction project management to office engineer for the review of plans and specifications.
Throughout my career, I provided training and mentoring to my team, and developed the relevant training material for the related tasks.

Project Engineer - Road and Highway
Construction Project Engineer. Colorado Department of Transportation, CDOT Non-Project Specific Construction Management, Various Locations, CO, United States. 4/2015-11/2017. This five-year $5 million contract includes providing construction management, construction inspection, and materials testing services to CDOT on an as-needed basis.
• Complete responsibility for the administration and satisfactory completion of construction contracts.
• Preparing and transmitting updates of construction activities to the CDOT’s Public Information Office.
• Conduct weekly progress meetings with Contractor, subs, utilities and other interested parties.
• Securing project documentation from the Contractor.
• Anticipating project problems and directing solutions by Initiating, negotiating, and successfully executing fair and equitable needed Contract Modification Orders.
• Reviewing drawings and other data submitted by the construction Contractor and suppliers for conformance with the intent of the specifications.
• Monthly in-depth review of Contractor’s project schedule and narrative updates with recommended responses to the Contractor.
• Maintaining accurate notes reflecting actual construction details to be used in preparation of as-constructed plans.
• Communicating with stakeholders as required to resolve issues that arise during construction.
• Monitoring compliance with and taking reasonable appropriate action related to Contractor Methods of Handling Traffic (MHTs) and applicable standards.
• Conduct Initial, follow up, and final inspections of work in progress including interim and final measurements.
• Notifying Contractors of non-compliance with the contract plans and specifications.
• Preparation of inspection documentation for development of progress payments for the Contractor in accordance with prescribed procedures.
• Preparation of routine correspondence to the Contractor, CDOT Staff, local agencies, etc.
• Maintain accurate notes to verify accuracy of “As Constructed” plans as prepared by the Contractor.
• Preparing punch lists of uncompleted work, materials documentation, non-conformance reports, and deficiency notices.
• Preparing responses to Contractors’ and suppliers’ requests for information, submittals, change notices, claims, and correspondence.
• Provide CPM schedule and method statements analysis and reports for the project schedule and monthly updates.
• Prepare final documentation after the acceptance of the project
