Vice President Budgeting & Control
Finance Division
Role is to lead and direct the financial projections, budget planning and expenses control processes and oversee the provision of appropriate tools, methods, technology and guidance to continuously enhance the budgeting and cost control efficiency in line with the Bank’s budgeting policies, international standards and local guidelines. Assist senior management to finalize Annual operating plan and set strategic goals for the bank.
Accountable Area Key Responsibilities
Policies, Processes & Procedures Implements approved Bank’s and department’s policies, processes, procedures and provides instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.
Day- to-day operations Implements the day-to-day operations assigned for the Budget & Cost Control function to ensure compliance with the established standards and procedures.
Budget (Bank)
Monitors the preparation of the annual budget (including revenue budget, Project budget, various cost budgets, etc.) and the annual financial budget (including Capital expenditure budget, cash budget, etc.) of the different functions within the Bank.
Ensures the review and verification of the Bank’s budgets in line with policies and procedures in place to oversee actual vs. budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalized.
Manages
the preparation of budget reports so that budget spending is tracked and significant variances are justified in order to be pre-approved and included in the upcoming budget plans.
Helps senior management to set KPI on segment level by cascading financial targets on appropriate level.
Direction of Subordinates
Organizes and supervises the activities of team to ensure that all work within a specific area of the Budget & Cost Control activities are carried out efficiently, accurately and in timely manner.
Continuous Improvement
Contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity enhancement.
Reporting
Prepares budget presentation and supporting documents for Board, senior management and departmental reports of in timely and accurate manner to meet Bank’s / department’s requirements.
Committees & Meetings
Represents the function and actively participate in various committees/meetings (internal and external) as applicable and as per authority levels in order to ensure relevant matters are dealt in timely and efficient manner.
Related Assignments
Performs other related duties or assignments as directed by management.
Facilitate transformation initiatives when and upon required.
Enhancement development projects and initiative’s achievements contributions :
- Project owner : Develop entire budgeting process and methodology by implementing new end to end automated module “ Hyperion"
- Project owner : enhance and develop the cost allocation rules and mechanism.
- Project Member and Finance representative : review and update bank entire authority and thresholds matrix .
- Project Member and Finance representative : Upgrade OFSAA & Data warehouse with Oracle and Data management team.
- Project Member and Finance representative : Cascade the bank’s strategy, AOP. to HR KPI’s from top to bottom of hierarchy and participating in other number of strategy initiatives upon required.
- Project stockholder and beneficiary as cost controller : in the ERP (P2P) procure/ prepare to pay system implementation.

Critical project assignment as Finance representative to lead the Financial activities as member within the nominated Working Group in the supposed potential merger that was with NCB .
Head of Cost Budgeting & Control Dep.
1. Manage Bank OPEX Budget Responsibilities
• Make sure that bank OPEX Expenditures are done according to the approved Budget and as per the (Area approved budget, policies and procedures manual, approved Financial Authorities Manual and other required Top Mgt. directions).
• Ensure that all OPEX are not exceeding the budget and related Expenditures, re allocations are controlled according to the agreed approved Budget with the related business Dept.
• Discuss and follow up all the OPEX budgeting audit Issues and notes with the related parties (Internal auditor, External auditor, Operational Risk, External governmental agencies ….etc.).
• Support the internal and external parties with their requirements and queries relating to bank OPEX payments.
2. Manage Bank CAPEX Payments and F.A Financial Responsibilities
• Make sure that bank CAPEX Budget ( Engineering projects, IT projects, Admin projects are checked and controlled according to (Area approved budget, policies and procedures manual, approved Financial Authorities Manual and other required Top Mgt. directions).
• Ensure that all CAPEX Expenditures are not exceeding the budget and related Expenditures, re allocations are controlled according to the agreed approved Budget with the related Projects- Business Dept.
• Discuss and follow up all the budget CAPEX auditing Issues and notes with the related parties (Internal auditor, External auditor, Operational Risk, External governmental agencies ….etc.).
• Support the internal and external parties with their requirements and queries, reporting relating to bank CAPEX budget.
• Achieve Top Mgt. requirements with relation to bank F.A strategy changes.
3. Manage and Control Budget Systems & procedures responsibilities
• Control bank actual OPEX and CAPEX commitments within the costs budget approved limits.
• Design and enhance adequate budget procedures to avoid any chances of exceeding the bank expenses budget.
• Develop a new workflow for the new initiated costs.
• Observe the expenses timely control reports and follow up the closing of taken notes.
• Assisting and contributing towards finance and internal controls, corporate governance and in ensuring compliance with risk & statutory obligations.
• Ensure Budget financial systems day - to -day proper work.
• Think of the enhancements required from time - to - time on current budget financial systems workflow and lead the tasks of implementing those enhancements.
4. Departmental Direction
• Directs the day-to-day cost budgeting & control department, providing expertise, encouraging and ensuring teamwork, aligning and improving work processes in order to achieve high performance standards, meet established targets, objectives and employee engagement in a motivated work environment, and liaising with internal and external parties, as necessary, to facilitate the flow of business.
• Support the GM - in Management Reporting & Analytics, Budgeting & Management Reporting Department to maintain and prepare cost budgeting and the forecasting for financial reporting data.
5. People Management
• Directs and ensures the effective achievement of functional objectives through leadership of the cost budgeting staff, setting departmental and individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback, and appraisal in order to maximize subordinate and departmental performance, and ensuring succession planning.

Managing and controlling operational activities of the Financial Accounting department and to ensure adequate control is applied over the Expenses processing, projects bookkeeping, fixed assets management, interbank & Subsidiaries bookkeeping, payroll control.
Responsibilities
Manage and control the booking of pay ables and timely process of all outgoing payments.
Ensure that payments are made in line with company procedures/policies and contract terms.
Ensure capitalization of project cost at completion of the project into fixed asset system.
Update register of fixed assets and ensure accurate posting of existing, additions, transfers and disposals.
Coordinate the physical verification of fixed assets and reconciliation of book of accounts.
Manage and control all General ledger activities.
Participates in preparing financial statements and reports.
In charge of maintaining all accounting records, ledgers, Capital & Operating expenses records.
Participates with budget department in preparing cost analysis and rate studies, and preparing the estimates for future costs for the business.
Handle the internal audits involved with any required reviews of Financial Accounting Department. Also coordinates the external audit materials for external financial reports.
Handles and maintains any new accounting, timekeeping, for Cap ex. & Op ex. or related procedures and controls.
Managing, stabilize and create procedures of ARBK's day-to-day Activities Branch operations and Financial settlement operations, Financial reporting.
